The most important evidence that could be obtained from the videos is not how many were in the truck. Video of the bombing would show that there was more than one blast as recorded by seismographs in the area and that would destroy the governments narrative that it was caused by the truck only. The search for a john doe is to occupy people's minds with something insignificant.

That's something that makes no sense at all. Any judge could simply dismiss charges in any number of cases based on the "evidence" given by the agent who wrote the 302 being, essentially, hearsay.

This kind of standard procedure at the FBI shows that the FBI isn't a law enforcement agency at all, but is instead a domestic intelligence agency. A law enforcement agency wouldn't depend on having the written statement of an agent, based on his memory and impressions, instead of an actual recording of an interview to present as evidence in court. A law enforcement agency would present hard evidence in order to close a case. Intelligence agencies can just create narratives instead of relying on evidence.
